Also in system  privelges -- i have given these

System Privilege:

Backup Admin
License Admin
Create Schema
Monitor Admin
Repo.export
Repo.import
Repo.maintain_delivery_ Units
Role admin
Service admin
User admin

Is this fine?

But stil they are not able to create users .

Any other role/privelege to be given.
