There were two issues:
The first issue was due to wrong quality of service in sender channel. It should be best effort.
Second issue was, namespaces of service interface imported in NWDS and ICO receiver interface was not matching. I have changed the ICO with correct interface and reimported the service interface and recreated the bpm process in nwds.
