"Unlimited" policy files need to be obtained from Oracle:

• http://www.oracle.com/technetwork/java/javase/downloads/index.html
• SAP JVM 4.1, 5.1 and 6.1
  • go to above mentioned URL
  • click "Previous Releases" > "Java Platform Technologies"
  • select the policy files according to your Java version:
